It looks as if black and gunmetal shadow was smeared all over the eyelid, and several jagged wings (created with liquid liner) were extended far past the outer corner and beneath the eye. From there, tulle appliques were strategically placed on top of the jagged wings, to amplify the eye and create the illusion of being ‘almost an extension of the head accessories,’ Philips told our friends over at Style.com.
